How to get PayPal account?

I need help on how to get a PayPal Account. I do have an account but to activate it need a VISA card. How could I get a Master card in Ethiopia

when will our country allow international buying and selling from the web? such as visa, Mastercard, PayPal, jobs on various websites if you log in job websites our country is not listed in this, this is why, I personally am very reluctant to see when I can apply any job on website without vpn and fake verification number. please do your best to take our country one step forward, in fact ETHIOTEL I would like to tell you that the work you have done in the last five years is amazing.
